TC Energy Inc. lodges request for arbitration against the United States following revocation of the Keystone Xl Project’s Presidential Permit

While President Trump’s 2019 Presidential Permit expressly provides that it may be terminated, revoked, or amended at any time at the President of the United States’ sole discretion – with or without advice provided by any executive department or agency – some legal experts suggest that TC Energy's claim should include the Obama administration’s 2015 refusal to approve the project despite Congress having already agreed to it.
