Dissatisfied with remedies the Peruvian state has provided after toll collection was suspended following the declaration of a national emergency, a mandatory lockdown as well as the unconstitutional enactment of Act No. 31.018, Covinca S.A. has filed a request for arbitration with the ICSID seeking compensation for lost income.
