Ecuador ‘blows hot and cold’ in opposing US Enforcement of Parenco’s ICSID award

Despite repeated statements by the Ecuadorian State that it would comply with the award unconditionally and long-standing common law rules that prevent foreign courts from enforcing or adjudicating another state’s tax claims, Ecuador is now attempting to set off part of Perenco's claim against alleged tax debts in order to oppose the enforcement of Parenco’s ICSID award in the US.
